WebI had the same issue on Terraria 1.3. 100% CPU usage on a 4690K with nVidia card (no SLI for me). It was getting about 20-30 FPS, too. But no stutter, unlike OP. Following one of OP's posts I set frame skip to OFF and used the nVidia panel to set Terraria to force vsync. This has resulted in smooth 1080P @ 60FPS and <5% CPU usage.
